Any person desiring to use park property for any purpose or in any manner not consistent with these regulations shall first obtain a City of Springboro activity permit from the City Manager or his designee. Failure of a permit holder to conform his activities to the terms of the permit shall constitute a violation of this chapter. Fees for such permit shall be as established by ordinance from time to time.
