Animal safety officers and police officers of the city of Spirit Lake shall be the enforcement officials for this chapter. These officials shall have the authority to act on behalf of the city in investigating complaints, impounding and destroying animals, issuing citations, and taking other lawful actions as required to enforce the provisions of this chapter. It shall be a violation of this chapter to interfere with an animal safety officer or other enforcement official in the performance of his duties. Animal safety officers are hereby authorized to take such actions as they deem appropriate to protect the health, safety and welfare of the public, whether expressly authorized by this chapter, or not.
