The operation or conducting of any business or occupation for which a license is required by this chapter without having a valid license as provided herein is hereby declared to be a criminal violation. In addition to any other remedy provided by this chapter, the city may bring a civil action in any court of competent jurisdiction to obtain an order enjoining any person from operating or conducting any business or occupation in violation of this chapter.
