Any license fee, including penalties thereon, may be collected by inclusion with the utility charges submitted to the premises which should be licensed pursuant to this chapter. No civil action or judgment shall bar or prevent a criminal prosecution for violations of this chapter. (Ord. 420, 4-11-1997)
