Each annual license fee herein provided shall become due and payable on January 1 of each calendar year as to any business which must be licensed hereby. Failure to pay any license fee within fifteen (15) days after the day upon which it is due and payable shall render the person subject to a penalty of ten dollars ($10.00) per licensed premises, in addition to other charges or penalties as provided herein.
