The licensing of all wholesale and retail businesses within the city and the establishment of a license fee, uniform to all classes imposed, pursuant to the statutory authority vested in the city by Idaho Code, section 50-307, is hereby declared to be justified and necessary for the purpose of protecting and providing services to residents of the city and the businesses and occupations doing business therein.
