10-3-5: DESIGN STANDARDS:
   A.    Streets: The alignment of major streets shall conform with the adopted comprehensive land use plan of Spirit Lake. The layout of streets shall provide for the continuation of streets existing in adjoining subdivisions. The layout of streets shall also provide for the future projection of streets into areas which are not presently subdivided. Generally, private streets in new developments shall be prohibited. Street design shall be governed by the city standards for streets and storm water specifications.
      1.    Streets designed to be permanently closed at one end, (if approved by commission and council), shall be in the form of a cul-de-sac and shall be no longer than five hundred feet (500') with a turnaround radius of at least fifty feet (50').
      2.    Right of way widths shall be as follows:
         a.    Minor Street: Sixty feet (60').
         b.    Major Street: Sixty feet (60').
      3.    Street names or numbers shall be approved by the city.
      4.    Alleys shall be required at the rear of all lots used for commercial or industrial use unless adequate provisions are made for service access, loading, parking, and utility easements. Alley right of way shall not be less than eighteen feet (18').
      5.    Street widths and rights of way may be determined by the administrator/city engineer and/or person designated by council, according to accepted design standards.
   B.   Blocks: In general, blocks shall be as long as practical, consistent with topography, access, circulation, and safety provided that the length of a block shall not be less than three hundred feet (300').
Blocks shall be wide enough to allow for two (2) tiers of lots, provided that the entire block width shall not be less than two hundred feet (200').
   C.   Lots: Lots shall be designed in conformance with the Spirit Lake zoning ordinance and other adopted standards regulating lot area, width and length. Reverse, frontage lots shall be prohibited. All lots shall be designed so that they abut on a dedicated and maintained public street.
   D.   Cul-de-sac Snow Design: Cul-de-sacs shall be designed to accommodate snow storage. A snow storage easement shall be provided in all Cul-de-sacs in a location approved by the City engineer, Planning and Zoning Commission, and City Council. The easement shall be a minimum of thirty (30) feet wide and fifteen (15) deep from the right of way. A curb cut shall be provided for with the full width of the snow removal easement.
