Signs which are established in violation of this chapter or which are left in place after removal was required may be removed by the city and impounded after seven (7) days' written notice to the property owner. The fees for removal and impounding shall be set by the city council by resolution. Signs erected or placed within the public right of way may be removed by the city without notice.
