8-5-6: GENERAL EXEMPTION; SIGNS PERMITTED WITHOUT PERMIT:
The following signs shall be permitted anywhere within the city and shall not require a permit:
   A.    Construction signs which identify the architects, engineers, contractors and other individuals or firms with the construction, but not including any advertisement of any product. One sign, such sign not to exceed thirty two (32) square feet each, shall be confined to the premises upon which construction occurs during the construction period. Such signs shall be removed within sixty (60) days of the beginning of occupancy.
   B.    Street banners advertising a public event may be erected as approved by the city clerk or the clerk's designee. The banners shall be removed within five (5) days after the termination of the event.
   C.    Window signs.
   D.    Directional, warning, street, building identification, traffic control, informational, utility location identification or temporary special event sign which is displayed by or on behalf of federal, state, county, or city government.
   E.    Public utility signs identifying location of underground utilities or warning of hazardous utilities.
   F.    Parking lot entry, exit traffic directional or parking sign which does not contain any form of advertisement for or identification of entity.
   G.    City owned entrance, welcome and identification signs.
   H.    Property for sale or lease signs:
      1.    Residential zoning districts: One sign per street frontage, not to exceed six (6) square feet in size.
      2.    Commercial and industrial zoning district: One sign per street frontage, not to exceed twelve (12) square feet in size.
