8-4-6: PHYSICAL REQUIREMENTS FOR MANUFACTURED HOMES:
Manufactured homes, wherever they may be situated, shall require a City permit prior to installation on site and they shall not be occupied for dwelling purposes if they do not meet the following requirements:
   A.    Are provided with, and connected to, water, electric, and sanitary sewage disposal services at least equal to those required of conventional on site constructed dwellings.
   B.    Are sited upon their lots in accordance with all applicable City regulations.
   C.   Have permanent foundations or are "pit set" to conform with the appearance of neighboring homes, with the exception of flood prone areas. All manufactured homes in these areas shall be set per FEMA requirements. The lowest floor level shall be at the base flood elevation and anchored per standards 1

   D.    Those manufactured homes, which occupy space in manufactured home parks, shall have permanent skirting installed of a material and color that blends harmoniously with the rest of the exterior of the dwelling, to enclose all areas between the lower edge of the outside walls and the finished grade. Such skirting shall be installed within sixty (60) days of installation of the dwelling on site. (Ord. 428, 7-30-1998; amd. Ord. 588, 2-27-2019)
   E.    Shall have a minimum twenty four inch (24") crawlspace under the entire unit. Such crawlspace shall be ventilated and shall have access doors in accordance with NFPA 501A.
   F.    Shall have permanent steps affixed to all exits.
   G.    Shall have the tongue removed except in floodplain areas, in which case the tongue may be left in place, but shall be camouflaged to the extent that it is not recognizable.
   H.    The minimum snow load requirement for manufactured homes set within the City of Spirit Lake shall be forty (40) pounds. (Ord. 428, 7-30-1998)
