This comprehensive plan is intended to guide coordinated, efficient and orderly development based on the present and future needs of the town and its citizens. The comprehensive plan shall be adopted by the Board of Commissioners with the advice and consultation of the Planning Board. This plan, once adopted, shall be advisory in nature without independent regulatory effect and shall not expand, diminish or alter the scope of authority for development regulations. This comprehensive plan shall be reasonably maintained to reflect the changing population and needs of its citizens.
