An appeal by any person with standing, as defined in G.S. § 160D-1402(c), aggrieved by a final interpretation or decision of any administrative official authorized to make decisions in regard to the provisions of this chapter maybe taken to the Board of Adjustment, except as otherwise expressly stated.
