(A) Original applicants and all subsequent applicants and developers are responsible for the construction, installation and maintenance of all improvements in accordance with the standards in this chapter and other standards and specifications adopted by the Board of Commissioners unless otherwise dedicated to the town pursuant to § 154.061.
(B) If the applicant files a final plat for only a portion of the subdivision for which a preliminary plat was approved, the improvements required to be constructed, installed and maintained in accordance with the recorded plat must be those improvements that the town deems necessary to serve the lots shown on the final plat.
