The town is authorized to require installation of oversized utilities and the extension of utilities to adjacent property when the town deems the oversizing and/or extension to be in the interest of future development. If the installation of oversized improvements is required, the town must reimburse the developer for the oversizing at rates set by the town according to the terms of an executed utility participation agreement.
