The Subdivision Administrator shall not certify, nor shall the Clerk of superior court of the county order the Rutherford County Register of Deeds to record a plat of a subdivision until approval has been given of the subdivision plat in accordance with the procedures set forth in this chapter, where required, and such approval has been duly evidenced in writing on the original of the subdivision plat.
