§ 154.020 APPROVAL REQUIRED.
   No applicant shall grade, disturb, open or otherwise improve or extend a street in a proposed subdivision or lay out lots in such subdivision, or in any other manner cause construction to begin, before obtaining subdivision plat approval in accordance with this chapter.
