§ 154.006 APPLICABILITY.
   (A)   All plats for the subdivision of land shall conform to the requirements of these regulations, and shall be submitted in accordance with the procedures and specifications established herein. No plat or subdivision of land within the town shall be filed, accepted for recording, or recorded in the Office of Rutherford County Register of Deeds until it has been submitted for review in accordance with these provisions and received final plat approval by the town.
   (B)   Except as expressly exempted in § 154.007, subdivision approval is required, in accordance with the procedures of this section, for all divisions of a tract or parcel of land into two or more lots, building sites or other divisions for the purpose of sale or development, whether immediate or future, and includes all divisions of land involving the dedication of a new street or modification of an existing street.
   (C)   If a proposed division of land meets one or more of the exemptions, the owner may submit to the Subdivision Administrator a survey, deed or other materials in sufficient detail to permit a conclusive determination. An owner of land who wished to record a plat of such a division of land shall obtain a certificate of exemption.
