The purpose of these subdivision regulations is to:
(A) Establish procedures and standards for the development and subdivision of real estate within the corporate limits of the town in an effort to ensure proper legal description, identification, monumentation and recordation of real estate boundaries;
(B) Promote the orderly layout and appropriate use of land;
(C) Provide safe, convenient and economic circulation of vehicular traffic;
(D) Provide adequate building sites which are readily accessible to emergency vehicles;
(E) Ensure the proper installation of streets and utilities; and
(F) Help conserve and protect the physical and economic resources of the town.
