§ 153.03 EXCAVATIONS.
   (A)   No person shall make any excavation, cut or other opening in any of the streets or sidewalks without first having obtained a permit and paid all applicable fees.
   (B)   Any person who makes an excavation, cut or other opening in any street or sidewalk of the town shall, upon completion of the work necessitating such an excavation, cut or other opening, restore the street or sidewalk to its original condition or better and shall hold the town harmless from any liability for any injury resulting from the excavation, cut or other opening.
   (C)   Any person excavating or opening any street or sidewalk shall protect the excavation with a sufficient number of warning devices capable of being easily seen by oncoming traffic, both pedestrian and vehicular.
