§ 73.02 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ALL-TERRAIN VEHICLE (ATV). A motorized vehicle 50 inches or less in width that is designed to travel on three or more low pressure tires and manufactured for off-highway use. The term ATV does not include a golf cart or utility task vehicle as defined in this section or a riding lawnmower.

   DRIVER’S LICENSE. A valid license issued to operate a motor vehicle issued by North Carolina or any other state. A provisional licensed driver is not considered a valid licensed driver for purposes of this chapter.
   FINANCIAL RESPONSIBILITY. Liability insurance coverage on a golf cart in an amount not less than that required by North Carolina law for motor vehicles operated on public roadways in the State of North Carolina.

   GOLF CART. A vehicle designed and manufactured for use and operation on a golf course or for sporting or recreational purposes and not capable of exceeding a speed of 20 mph.

   OPERATOR. A person 16 years of age or older who possesses a valid North Carolina driver’s license in their name. A valid licensed operator from another state may be recognized as meeting this definition so long as they are at least 16 years of age. All provisions of state law regarding graduated licensing of new drivers apply.

   UTILITY TASK VEHICLE (UTV). A motor vehicle that is designed for off-road use and used for general maintenance, security, agricultural or horticultural purposes. The term UTILITY TASK VEHICLE does not include an all-terrain vehicle (ATV) or golf cart as defined in this section or a riding lawnmower.
