(A) Except as otherwise provided under the provisions of division (B) below, no person shall drive a vehicle on any street of the town in the Central Business District in excess of 20 mph.
(B) When signs have been erected giving notice that a particular speed limit is applicable to a certain street or portion of street as designated on the official traffic maps of the town as adopted by the Board of Commissioners, no person shall operate a vehicle in excess of that speed limit.
(C) Nothing in this section shall be interpreted to permit any person to drive a vehicle at a speed greater than is reasonable and prudent under the conditions then existing.
