(A) No operator of a motorcycle or bicycle, when upon a street, shall carry any person upon the handlebar, frame or tank of the vehicle, nor shall any person so ride upon the vehicle.
(B) No person shall ride a bicycle or motorcycle on any street without having his or her hands upon the handlebars, nor shall any person ride a bicycle upon any sidewalk or walkway within the business district of the town.
