§ 71.03 BACKING OF VEHICLE.
   (A)   The driver of a vehicle shall not back such vehicle into any intersection or over a crosswalk, and shall not in any event, or at any place, back a vehicle unless such movement can be made in safety, and he or she has given ample warning to those who may be behind, by hand and horn or other signal.
   (B)   In no case shall a vehicle remain backed up to a curb, except when actually loading or unloading.
