Sec. 3.6 MEETINGS OF THE BOARD.
   The regular meetings of the mayor and board of commissioners shall be on the third Monday in each month, but the board may hold special meetings upon call by the mayor or two members of the board, upon one day’s notice, and may hold adjourned meetings from time to time in the discretion of the board.
