(A) The volume of flow used in determining the total discharge of sewage shall be based upon metered water consumption as shown in the records of meter reading maintained by the Broad River Water Authority.
(B) Where any person discharging sewage into the public sewers procures all or any part of his or her water supply from sources other than the Broad River Water Authority, the person discharging such sewage shall install and maintain, at his or her expense, meters of a type approved by the Superintendent for the purpose of determining the proper volume of sewage discharged to such sewers.
