§ 51.031 DISCHARGE TO SURFACE WATER PROHIBITED.
   In no event shall any person be allowed to discharge or cause to be discharged any domestic sewage of industrial waste to the ground surface, stream, watercourse, ditch, lake or other body of surface water. A violation of the foregoing provision shall be punishable as a Class 3 misdemeanor pursuant to G.S. § 14-4.
