(A) The Spencerville Community Improvement Corporation is hereby designated as the agent of the village for the industrial, economic, civic, and commercial development of the village in accordance with R.C. § 1724.10.
(B) The Mayor is hereby authorized to appoint to the Board of Trustees of the Spencerville Community Improvement Corporation as many Trustees as may be necessary to represent the village.
(C) The Spencerville Community Improvement Corporation is hereby authorized and directed to prepare a plan in consultation with the village officials for the industrial, commercial, and economic development of the village in accordance with the powers prescribed in R.C. § 1724.10 and to submit said plan to the Village Council for its consideration.
