§ 75.51 INSPECTIONS.
   (A)   Prior to operation of a golf cart on or across public streets, roadways, alleys, or other public property within the village corporation limits, the owner of the golf cart must present the golf cart to the Chief of Police for inspection. The Chief of Police, or other designee of the Chief of Police, shall inspect the golf cart to ensure its compliance with this subchapter and R.C. § 4503.10 and O.A.C. §§ 4501 through 4501:2-1-21, and the golf cart shall pass or fail the inspection at the sole discretion of the Chief of Police or his or her designee.
   (B)   The owner of the golf cart shall be required to pay an inspection fee in the sum of $15 and provide proof of ownership. This inspection fee shall be deposited into the General Fund. If the Chief of Police or his or her designee determines that the golf cart complies with all applicable requirements, the Chief of Police or his or her designee shall issue the owner of the golf cart a certificate of inspection which he or she may present to the Ohio Bureau of Motor Vehicles for registration and issuance of license plates for the golf cart. At the time of inspection, the owner must provide the Chief of Police or his or her designee with a valid Ohio operator’s license (driver’s license) and proof of financial responsibility before a certificate of inspection will be issued.
   (C)   At any time the subject golf cart is being operated upon the public streets, roadways, alleys, or other public property within the village, the operator of the golf cart shall present upon request, the certificate of inspection, a valid Ohio driver’s license, vehicle registration, and proof of insurance as defined by R.C. § 4509.01(K).
   (D)   The Police Department shall keep and maintain records of all golf carts inspected which includes the manufacturer serial number or other vehicle identification number and the name, address, and telephone number of the titled owner.
