§ 75.50 GOLF CARTS GENERALLY.
   (A)   Pursuant to the authority granted to the village by R.C. § 4503.10, four-wheeled vehicles which were originally designed and manufactured as golf carts by their original equipment manufacturer and that are mechanically governed and limited such that the highest attainable speed of the golf cart cannot exceed 20 miles per hour may be driven upon the public streets within the corporation limits of the village only when in full compliance with the regulations and laws in this subchapter.
   (B)   For the purpose of this subchapter, the following definition applies unless the context clearly indicates or requires a different meaning.
      GOLF CART. A four-wheeled vehicle, as that term is defined by R.C. § 4501.01(XX), that was originally designed and manufactured to be driven on golf courses for the sole purpose of transporting golfers and golf equipment and was not originally designed and manufactured for operation on a public street or highway that is also mechanically governed and/or limited such that the highest attainable speed of the GOLF CART is 20 miles per hour or less. No all-terrain vehicles, golf course maintenance vehicles, farm utility vehicles, or landscaping vehicles shall qualify as a GOLF CART.
   (C)   Any golf cart that is driven or operated upon public streets, roadways, alleys, or other public property must comply with R.C. §§ 4513 et seq. and have the following equipment:
      (1)   Two operational rear tail lights;
      (2)   Two operational brake lights;
      (3)   Two operational headlights;
      (4)   A functional rear view mirror;
      (5)   Two operational directional signals;
      (6)   An operational electric horn;
      (7)   Two license plates, one displayed on the front of the vehicle and one displayed at the rear of the vehicle, which must be displayed so that the license plate can be read as intended;
      (8)   The rear license plate must be illuminated so as to make the license visible and legible from a distance of at least 50 feet at night; and
      (9)   Functional seatbelts for all occupants of the vehicle, including the driver.
