The regulations and procedures hereinafter set forth shall be considered a part of the contract of every person, firm, company, or corporation that is supplied with water and wastewater service through the water and sewer systems of the village, and every such person, firm, company, or corporation, using water and sewer shall be considered to have expressed his or her consent to be governed thereby. All persons using village water and sewer or permitting village water and sewer to be used on premises owned by him or her shall thereby evidence their acceptance of agreement to be bound by these rules, conditions, and charges. The village reserves the right to alter, amend, or add to the regulations and procedures at any time.
