§ 30.31 APPOINTMENTS.
   (A)   The Council may consider and make appointments to other bodies, including its own committees, if any, oniy in open session. The Council may not consider or fill a vacancy among its own membership except in open session.
   (B)   The Mayor may vote on appointments that come before the Council.
