(A) The Mayor shall preside at all meetings of the Council but shall have the right to vote only when there is a tie. In order to address the Council, a member must be recognized by the Mayor.
(B) The Mayor or other presiding officer shall have the following powers:
(1) To rule motions in or out of order, including any motion patently offered for obstructive or dilatory purposes;
(2) To determine whether a speaker has gone beyond reasonable standards of courtesy in his or her remarks and to entertain and rule on objections from other members on this ground;
(3) To entertain and answer questions of parliamentary law or procedure;
(4) To call a brief recess at any time; and
(5) To adjourn in an emergency.
(C) A decision by the presiding officer under division (B)(1), (2), or (3) of this section may be appealed to the Council upon motion of any member, pursuant to Rule 18(B), Motion 1. Such a motion is in order immediately after a decision under division (B)(1), (2), or (3) of this section is announced and at no other time. The member making the motion need not be recognized by the presiding officer, and the motion if timely made may not be ruled out of order.
