Whenever authorized signs are placed, erected or installed indicating any street or part thereof as a play street or a park, no person shall drive a vehicle upon the street or portion thereof, except for drivers of vehicles having business in or whose residences are within the closed area, in which case the driver shall exercise the greatest care in driving upon any street or portion thereof.
