§ 71.43 OBSTRUCTING INTERSECTIONS OR CROSSWALKS PROHIBITED.
   No driver shall move his or her vehicle across an intersection or a marked crosswalk unless he or she knows that there is sufficient space on the other side of the intersection or crosswalk to accommodate the driver's vehicle without obstructing the passage of other vehicles or pedestrians, although a traffic-control signal may be indicating the driver's right to proceed.
