(A) Lot size. The minimum lot size shall be 20 acres for a go-kart track and shall be 50 acres for drag strips and motor speedways.
(B) Location. The racetrack facility shall be located on a lot which has direct access to - or is contained in a commercial or industrial park which has direct access to - a thoroughfare or collector street, arterial, interstate, or service road.
(C) Lighting. Lighting of the racetrack, parking areas, or other property lighting shall be designed, located and shielded to prevent glare spillover onto any residential use or property. In no case shall any such lighting exceed the height of a buffered tree line (see division (F)).
(D) Setbacks. Go kart tracks and stands shall be set back 300 feet from the property line. All other operations, including parking, shall be set back 100 feet from the property line. Drag strip and motor speedway operations, including parking, shall be set back 300 feet from side and rear property lines and 100 feet from all front and side street property lines. These setbacks are allowed to be reduced by the Zoning Board of Adjustment without constituting a variance if, during the consideration of a conditional use permit, successful demonstration certified by a public engineer can assure that all other safety and noise standards would be met.
(E) Security fencing. A secure fence shall be provided to restrict entry when the facility is not open.
(F) Buffer. Notwithstanding other provisions of this chapter, racetracks shall utilize an 80 feet wide buffer (existing within setbacks) along all side and rear property lines, unless the facility abuts a similar operation. This buffer shall consist of screening with the use of large maturing trees spaced not less than 10 feet nor more than 50 feet apart and 6 feet tall at the time of planting, opaque fence a minimum of 6 feet tall and the remainder of the buffer to remain in a natural state. Any existing vegetation surrounding a proposed track that complies with this standard shall remain intact or be replaced as necessary.
(G) Hours of operation. Hours of operation shall not exceed 7:00 a.m. to 10:00 p.m.
(H) Muffled race vehicles. All vehicles shall be equipped with mufflers.
(I) Noise standards. Noise resulting from the operation of a racetrack shall not exceed 70 decibels on the A scale as measured by a sound level meter which meets the specifications of the American National Standards Institute placed on properties abutting, adjacent to, or within 100 yards of the racetrack facility.
