§ 50.09 TREE LIMBS, SHRUBBERY CUTTINGS AND THE LIKE.
   (A)   Tree limbs, hedge and shrubbery cuttings, when not produced by a tree or landscape contractor, will be picked up, provided that the limbs, hedge or shrubbery cuttings are cut in six-foot lengths and are not more than four inches in diameter and placed on the front of the lot with the large ends of each limb toward the street for quick loading. Utility companies shall not be considered tree or landscape contractors when they voluntarily cut limbs over or on private property. However, these companies will have to comply with the limb size as stated above.
   (B)   No limbs or other debris will be picked up from vacant lots.
   (C)   Tree limbs must be piled separately from other debris.
   (D)   Any contractors who engage in the removing or trimming of trees and/or produce refuse in the form of stumps, limbs or other rubbish shall first obtain a permit from the town before commencing work. All refuse produced by contractors shall be removed by the contractors.
   (E)   Debris such as wire, vines, leaves, lumber and the like, mixed with limbs and brush will cause a forfeit of pickup service. Residents will be responsible for removal of the debris and fined upon failure to do so.
   (F)   The method for collecting leaves and grass clippings within the corporate limits of the town will be determined by the date, and whether that date is considered to be “in season” or “out of season”. The dates for in season and out of season are as follows:
      (1)   In season: October 1 - December 31 and March 15 - April 15. The town will run predetermined routes on a regular basis using vacuum machines to collect leaves and grass clippings placed on the curb.
      (2)   Out of season: January 1 - March 14 and April 15 - September 30. The town will only collect leaves that are bagged in 35-gallon or smaller bags. These should be placed near the curb for collection based on a predetermined route.
      (3)   Location of leaves. Leaves must be placed behind the sidewalk or curb so as to not impede storm water drainage, pedestrian traffic, or vehicular traffic.
      (4)   General disposal. Leaves must be free of all limbs, brick, rock, and the like. If leaves are commingled with limbs, brick, rock, or other materials, then the town may refuse to collect the debris.
   (G)   Bulk pick up fees.
      (1)   The town will only pick up debris that is the result of cropping or topping of trees, the felling of trees, tree stumps, or the clearing of undeveloped property on a fee schedule. Bulk estimates are given by the issuance of a work order.
      (2)   The town will only pick up debris from trees that was removed by contractors or persons for hire by a fee schedule. Bulk estimates are given by the issuance of a work order.
