No building or other structure shall be erected, moved, extended, enlarged or structurally altered, nor shall any excavation or filling of any lot for the construction of any building, except for single-family residential, be commenced until a site plan has been submitted to and reviewed by the Project Review Committee and the Zoning Enforcement Officer has issued a building and zoning permit for the work.
