The purpose of this subchapter is to encourage and permit signs that will by reason, size, location, construction, or manner of display promote the public health, safety, and well being; be compatible with and supportive of the requirements for traffic safety; be consistent with the visual quality and the historic and scenic character of the town by regulating signs in a way so as to support and complement the above stated purposes and other legitimate objectives as set forth in this chapter.
