Except as otherwise provided in this chapter, no land or structure shall be used or occupied and no excavation, removal of soil, clearing or placing of fill shall take place on land contemplated for development, and no structural alteration of a building shall be constructed except in compliance with § 155.139 and the design standards contained within. Renovation or remodeling of a building meeting or exceeding one-half its current assessed value, not including land, shall comply with design standards outlined within this chapter.
