The designation of a property as INRA and the application of the procedures set forth in this article shall be binding upon all subsequent owners or other transferees of an ownership interest in the rental residential unit or property covered by the designation. However, the revocation may be stayed during the implementation of a transition plan. The INRA shall be recorded with the Rowan County Register of Deeds for the rental property affected and billed to the owner of the property for the filing fee. If the owner doesn't remit payment of the filing fee to the Town of Spencer within ten days of receiving the notice to pay, the fee shall be assessed against the property as an unpaid tax lien and filed accordingly with the Rowan County Clerk of Court and the Rowan County Tax Assessor's Office.
