Every vehicle operating under this chapter shall be kept in a clean and sanitary condition. The interior and exterior of the vehicle shall be maintained so as to be safe and clean, and its general appearance shall be kept as close as possible to the manufacturer's original appearance with respect to sheet metal and finish of the car, with normal wear and tear expected. Dents and other exterior body damage shall be repaired as soon as practical.
