§ 113.23 FAILURE TO BEGIN OPERATIONS.
   If a certificate is issued to an applicant under this subchapter and the applicant shall fail, in accordance with the provisions of the certificate, to begin operations within 60 days after the date of the certificate, the certificate shall become null and void.
