(A) The town shall abide G.S. Chapter 66 regarding the regulation of precious metal businesses, pawnbrokers, cash converters, and secondary metals recyclers, and to strengthen metals theft prevention by requiring permitting of nonferrous materials metal purchasers, making it a crime to cut, mutilate, deface, or otherwise injure the property of another to obtain nonferrous metals, creating related criminal offenses, and making other as allowed by House Bill 199.
(B) All pawnbrokers, metal dealers, scrap dealers, precious metal dealers, and cash converters located within the town shall abide with applicable sections of G.S. Chapter 66.
(C) The Spencer Chief of Police or his or her designee shall perform the duties of a law enforcement officer as required by G.S. Chapter 66.
(D) The town hereby adopts the provisions of House Bill 199 and G.S. Chapter 66.
