No person licensed under this chapter may, for a consideration, install, alter or restore any insulation or other materials or energy utilization equipment designed or intended to meet the State Building Code requirements for insulation and energy utilization without first securing a permit from the building inspector for each item of work. There shall be a fee in the amount of the cost of issuing each permit issued.
