The tax collector shall not issue any license when the application therefor is refused by the Board of Aldermen or by any other board, commission or official in any case where the approval of the Board of Aldermen or by another board, commission or official is a required condition to the issuance of the license, nor shall the tax collector issue any license until the applicant therefor has complied with every provision of this chapter.
