(A) No poles for electric, telegraph, telephone or other purposes shall be placed on any street without a permit therefor being obtained from the town.

(B) No permit shall be issued pursuant to this subchapter for the erection of poles on any street where there exists a line of poles on the street for the purpose of supporting electric, telephone or telegraph wires.
