The Utilities Board shall have and exercise all of the powers and duties conferred by the state upon a municipality and those additional powers not in conflict with the laws of the state regarding the establishment and operation of municipal electric, water, steam heat and broadband cable communications utilities. The provisions of Iowa Code Chapter 388, and all subsequent additions or amendments thereto or replacements thereof, are hereby incorporated herein by this reference.
