The Public Works Director shall be the head of the Street Department and maintain and repair the sidewalks, alleys, bridges and streets, and keep them in a reasonably safe condition for travelers. He or she shall immediately investigate all complaints of the existence of dangerous or impassable conditions of any sidewalk, street, alley, bridge, underpass or overpass, and is charged with the duty of correcting unsafe defects existing in them.
