(A) Pursuant to the provisions of Iowa Code § 354.9, the provisions of this chapter apply to any subdivision, as defined herein, of property which is wholly or partially included in an area which is within two statute miles of the corporate boundaries of the city.
(B) Pursuant to this section, and Iowa Code § 354.9, whenever the owner of any tract or parcel of land which is wholly or partially within two statute miles of the corporate limits of the city desires or is required to make a subdivision of the tract, the owner shall comply with all provisions of this chapter.
