(A) The purpose of this chapter is to provide for the licensing and regulation of contractors engaged in the construction of communications towers and wind energy systems in the city; to require permits for communications towers and wind energy systems; to regulate the location of communications towers and wind energy systems; and to enact standards and requirements applicable to communications towers and wind energy systems in the city.
(B) The provisions of this chapter shall apply to all communications towers and wind energy systems in the city.
